Approved consistent with clarifications in DOL memos of 8-31-01 and 9-6-01. An additional 216,666 hours have been added to the burden estimate assuming that each employer will spend ten minutes keeping records to demonstrate compliance with the standard's training requirements. With its next submission, OSHA may produce evidence from compliance inspections that employers are not keeping such records and are not being cited for doing so.

This standards requires employers to develop a written respirator protection program, provide medical surveillance, fit test employees, obtain certificates of analysis on cylinders, change sorbent beds and filters, to inspect emergency-use respirators, mark emergency-use respiratory storage compartments, and maintain accurate employee records for fit testing and medical surveillance.
