Terms of Clearance: This package is disapproved because it fails to meet the standard, for practical utility as specified in 5 CFR 1320(d) (1) (iii) for the following reasons (based on the submitted package, conference call, and subsequent memo dated 7/27/01): 1) The sampling frame for the universe of parents is inadequate to produce a valid sample of magnet school parents overall. By using a sample only of parents that respond to an original request for participation, which comes from a convenience sample of magnet schools overall, the final sample will not be generalizable to magnet school parents as a whole. Without generalizable results, the data collection does not have practical utility because it can not be used to make inferences about parental satisfaction with magnet schools. 2) The expected response rate is also not adequate to produce valid results, especially when initial refusal rate is taken into account. 3)Since the study is to be conducted after the larger magnet school study (which has already been completed), the timing of this study presents considerable problems with data quality, parental recall, and response rates. 4) The power of the design is not strong enough to find the hypothesized effects.

Abstract: This package is to request clearance for a Parent Survey associated with the evaluation of the Magnet Schools Assistance Program (MSAP) (MSAP Evaluation has already been cleared under OMB 1875-0174). The purpose of the survey is to provide insights to ED and Congress as to the extent to which parents are satisfied with the choices offered by MSAP-funded schools. The survey has been coordinated with a similar Parent Survey for the charter schoon.
