The proposed collection of information
would require certain entities that own, operate or control
generation units operating in the State of New York to
electronically provide FERC infor- mation on total or partial
outages within 24 hours of their occurrence and conclusion, whether
scheduled, forced or other- wise. FERC staff will use the
information to monitor whether the outages appear to be legitimate
or whether further investi- gation is required. In cases where
staff determined that an outage was economically motivated and may
have resulted in rates that are not just and reasonable.
