Abstract: Public Housing Agencies (PHAs) when converting a development to tenant-based assistance must conduct and submit to HUD an initial assessment for the development no later than October 1, 2001. PHAs must also certify that is has reviewed each development's operation as public housing and considered the implications of converting the public housing to tenant-based assistance. The PHAs must maintain documentation of the reasoning with respect to each required initial assessment.
