In the attached FNPRM, the Commission seeks comment on its decision not to adopt the Rural Task Force's proposal to freeze high-cost loop support upon competitive entry in rural carrier study areas. Although the Commission declines, at this time, to adopt the Rural Task Force's proposal to freeze per-line support in rural carrier study areas in which a competitive eligible telecommunications carrier is providiing service, the Commission recognizes that excessive fund growth may occur during this five-year plan. To develop the record on this issue more fully, the Commission invites interested parties to propose possible..
