During the
planning of the 2007 Economic Census, the Census Bureau staff
should discuss with OMB the results of including the 2002 Economic
Census Ownership or Control Flier in the 2002 Economic Census
mailing packages. Response rates should be provided to OMB as well
as any other relevant information about how respondents perceived
the use of these fliers and whether there was any confusion
experienced regarding the directions to discard if answering "no"
to the first question. Census Bureau should also discuss
cost-effective alternatives to using this flier in 2007. Census
should submit an 83-C Change Worksheet to update the respondent
burden prior to fielding this survey.

The Census Bureau will include an
Ownership Or Control flier in the 2002 Economic Census mailing
packages sent to single- establishment firms. These fliers are used
to determine if a single-establishment firms is owned by another
firm or if it operates at more than one location. In prior censuses
these questions were on the economic census questionnaires, but
since they only apply to single-establishment firms, they are only
being sent to single-establishment firms.
