OMB approval of this information collection request is limited to the initial field test. This is to adequately monitor field test implementation and any subsequent revisions to survey procedures or instruments. ACF must then resubmit the package for OMB review & approval of the full-scale study. ACF must provide a report to OMB regarding outcomes of the field test and any alterations to survey procedures or instruments. ACF will also provide OMB with all recommendations from the Head Start work group that will review the instruments and highlight any changes made to the final study design in response. Finally, OMB cautions ACF to provide advance information regarding sampling methods for major studies. In the future, ACF should discuss means to obtaining OMB approval of sampling methodology prior to submission of the full survey procedures and contents.

The Head Start Impact Study is a longitudinal study that will involve approximately 5,000-6,000 three-and four-year old children across 75 nationally representative grantees/delegate agencies. The goals of the study are to determine: 1) how Head Start affects the school readiness of children participating in Head Start as compared to children not enrolled in Head Start; and 2) under which conditions Head Start works best and for which children. The study uses a randomized research design.
