This ICR is
approved under 5 CFR 1320 for three years, subject to the following
terms of clearance. In order to use the information gathered by
site visits as a baseline for evaluating the error contained in
mail surveys, EPA must minimize error due to non-response in the
site visit portion of the collection. EPA must achieve at least an
80% response rate to its site visit requests and must verify that
there is no systematic similarity in terms of known facility
characteristics among non-responders. EPA may not apply any
findings of this collection to sectors other than those being
studied--marinas and metal finishers.

EPA's Office of Compliance (OC) is
interested in testing methods for collecting outcome data from
their compliance assistance efforts. OC is planning to conduct
surveys to three sectors to compare two survey methodologies;
mailed surveys using the "total design method" and surveys
conducted as on-site visits. EPA will also use the survey results
to evaluate the impact of compliance assistance activities on
facilities in these sectors.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
