The U.S. has Social Security agreements with foreign countries that eliminate double coverage and taxation where a period of work would be counted in both countries. The agreements explain under what country the work will be covered, to what system taxes will be paid and what information should be collected to make a determination. SSA collects information to issue a certificate of coverage if work is covered by the U.S. system. The respondents are workers and employers wishing an exemption from foreign Social Security taxes.
