This information
collection request is approved consistent with ACF's revisions
submitted 09/28/2001, and the following: (1) ACF is reminded of the
importance of providing OMB with advanced information on research
design/sampling methodology for major studies. In the future, ACF
should discuss the means to obtaining OMB approval of research
design/sampling methodology prior to the submission of the full
survey procedures and contents. (2) Also, ACF must use caution in
utilizing pooled control groups in its analysis, in order to ensure
the comparability of the control group to the experimental
group.

The Head Start Family and Child
Experiences Survey provides a comprehensive profile of the
experiences of a representative sample of families and children
during their enrollment in the Head Start program and in
Kindergarten. This extension is a follow-on to the existing study
to add 8 additional sites funded under the Quality Research Cener
Consortium.
On behalf of this Federal agency, I certify that
