Abstract: MMS uses the information to confirm that applicants can pay for cleanup and damages from oil spill discharges of more 1,000 barrels; to determine if the risk of a lesser amount of an oil spill discharge would warrant a showing of financial responsibility; to establish eligibility of applicants for a Certification of Oil Spill Financial Responsibility; and as a reference source for claims associated with oil pollution from designated offshore facilities.
