Terms of Clearance: Approved consistent with discussion with ED on 10/22/01. Once information from the national evaluation becomes available, and a frequency distribution is generated, ED will develop criteria for designation as a "large" or "small" state for the purposes of this study. At that time, ED must submit the selection criteria to OMB for approval before moving forward with the case study portion of the study. Also, this clearance does not cover the optional follow-up interviews mentioned in the submission. If ED identifies a need to conduct the follow-up, ED must submit a request to OMB to exercise the option at that time. ED will not be required to publish a notice in the Federal Register or go through the public comment period again for the follow-up.

Abstract: The Study of State Administrator of Even Start and Statewide Family Literacy Initiative Grants will systematically describe the structure and processes associated with all major areas of Even Start administration at the state level. This information is needed by the U.S. Department of Education to enhance its capacity to monitor the development and improvement of the Even Start program and provide guidance and assistance to the states. This study will involve two data collection components: (1) Survey of State Even Start Coordinators which will include Even Start state coordinators and (2) State Even Start Case.....
