Terms of Clearance: This collection is not approved. OMB is interested in any comments the public may have on the recordkeeping and reporting requirements contained in the associated proposed rule. In addition, OMB notes that the need for and practical utility of quarterly reporting associated with use of the space vehicle and defense allowances is unclear. EPA should consider a less frequent reporting schedule in developing a final rule. Prior to submitting an ICR for review at the time of the final rule, EPA should also clarify the discussion in section 4(b)(i) of the supporting statement as to which data elements must be reported.

Abstract: The requirements will enable EPA to monitor compliance with the allowance system to control HCFC production, import, and export. The information collection will satisfy obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer and statutory obligations under Section 603 of the Clean Air Act. The respondents would be producers, importers, and exporters of HCFCs; space vehicle or defense entities granted exemptions will also be respondents.
