Abstract: This study will assess the third-party loans under all the CPD programs directed toward economic development: the Community Development Block Grant program, Section 108; and the Economic Development Initiative. The programs will be described; the size and quality of their loan portfolios will be assessed; and their success measured by a variety of criteria. Special attention will be given to the local use of the Section 108 program; reasons for its use; their experience; and the results of Section 108 projects.
