The agency may resubmit this package with a stronger justification, including: an explanation of precisely why this form is not duplicative of information gathered on the SF-269 or of information that may be derived from the SF-269; a clear statement of precisely what the agency will do with this information, including what actions the agency may take against grantees who do not demonstrate adequate liquidation of nonfederal costs sharing funds in the middle of a grant term; why this information could not be collected once, at the end of the grant term; what actions the program office is taking to assist grantees in submitting financial information electronically and actions the agency is taking to process the information electronically; what the Forms SF-169 and SF-270 referenced in question 12 are and how they are collected; an analysis of why information on the SF-269 is considered error-prone and alternatives considered before this form to improve the quality of the data collected; an investigation, as suggested in public comments, of the DHHS grant monitoring system to explore alternate means of monitoring grants to avoid the need for this information or an addition form to collect it; and a supporting statement and 83-I which complies with the instruction, including a correct question 13 on the 83-I and question 12 in the supporting statement discussing burden on the public, not on the Federal government. On the form itself, the agency must explain the need for the reporting of the six separate categories and how that information will be used. Abstract: Collecting data on liquidated cost sharing funds on quarterly basis to assure that recipients abide by agreed conditions of the award. This information could be included in the mother form USAID 1558-1, but doing so it has been source of errors and confusion for everyone involved with reporting, checking, and record keeping. This form will greatly simplify these procedures and lend itself to computer spreadsheet format warranting mathematical accuracy.
