Abstract: The Bureau of Land Management (BLM) issues solid mineral leases. Lessees or the mine operators report to BLM on the status of the leases, and when the mine begins production, the lessee, mine operator, or BLM notifies MMS. The MMS then contacts the lessee/ mine operator by mail or phone with instructions, contained in the PAAS Reporter Handbook, on how to begin production reporting on PAAS under this information collection authority.
