This ICR is approved for two years. When EPA resubmits this ICR for renewal, the Agency should be certain to provide a detailed description explaining any change in burden from the existing ICR and should supplement that with a comparison to the original 1997 ICR burden and cost estimates. In addition, EPA should comply with the terms of clearance provided in the 1998 approval of this package. Those terms read as follows: When resubmitting this ICR for renewal, the Agency should re-evaluate the burden estimate of the Compliance Assurance Monitoring (CAM) program to reflect actual implementation of hte program. The re-evaluation should include an analysis of the effectiveness of the program, the merits of adjusting the focus of the program, and if appropriate, the renewal package should provide a discussion of next steps for making adjustments to the program.

EPA will use the information required by the CAM rule in providing oversight and guidance relevant to compliance monitor- ing and reporting of emissions and in assessing requests by source owners and operators for alternative monitoring. Owners and operators of emissions units that are subject to the title V air permitting program and that have add-on emissions control devices need to collect this information on emissions monitoring, compliance certification, periodic reporting, and recordkeeping.
