In accordance
with 5 CFR 1320, the information collection is disapproved. The
agency did not meet the requirements of 1320.5. Specifically, the
agency failed to provide the public with a description of the
proposed information collection that would allow for meaningful
public comment in both their 60 day and 30 day federal register
notice. Neither notice provided a description of the new service
included in this package which increases the burden by more than
30,000 hours. As the nature of the information collection
associated with this service is markedly differenct from the
information collection previously approved by OMB, the agency
should include an accurate description of the need and proposed use
of the information.
