This approval
covers the sampling procedures and incentive structure for schools
in the large-scale study only. ED must resubmit the full package
(including the sampling methodology for students and any other
material needing clearance in order to conduct the study) prior to
any action after school sample recruitment. It is noted that ED did
not have clearance to contact the schools participating in the
large-scale study based on the clearance of the pilot study, and
began recruitment prior to OMB clearance. ED shall make sure that
this does not happen in the future.

The full-scale study in spring 2002
will be conducted in 800 schools in all 50 states and the District
of Columbia. Data will be collected from students, parents,
teachers, administrators and library media center specialists. Data
collection will constitute the baseline of a longitudinal sutdy of
school effectiveness and impact on postsecondary and labor market
outcomes. A field test was conducted in spring 2001.
