In RM01-10-000, the Commission is amending and consolidation its regulations governing standards of conduct for natural gas pipe- lines and transmitting public utilities (jointly to be called transmission providers). FERC is proposing to adopt one set of standards of conduct to govern the relationships between regula- ted transmission providers and all their energy affiliates. The new standards will encompass an expansion of the current defini- tion of affiliates as contained in FERC's regulations. The pro- posed changes in FERC's regulations are in response to the chang- ing structure of the energy industry.
