This collection is required by section
5 of the Fastener Quality Act, Public Law 104-113, 15 U.S.C. 5401,
which was amended on June 8, 1999. The PTO has drafted proposed
revisions to 15 CFR part 280 that reflect this amending
legislation. These proposed revisions amend requirements, clarify
existing procedures, codify existing practices, revise existing
requirements in light of the Trademark Law Treaty Implementation
Act, and amend the rules to eliminate the requirement for private
label distributors to record insignias. The purpose of this
collection is to ensure that a fastener can be traced....
