Abstract: MMS uses the information to evaluate and approve or disapprove the adequacy of equipment and/or procedures to be used during the conduct of well completion operations. This is necessary to prevent the hazards inherent in well-completion operations and to increase the margin of safety of personnel and the environment. Respondents are outer continental shelf Federal oil and gas or sulphur lessees and operators.
