This approval is for the field tests only because 1) the purposes of the field tests are limited and only address specific issues to be tested and 2) the full scale study is subject to change by the international community involved. ED will resubmit an information collection package for the full scale study at the appropriate time. ED may submit the sampling methodology as a separate package before the full methodology and corresponding materials are ready for OMB review if time constraints necessitate this action to be taken. Upon submission of the full scale study, ED will provide evidence of its coordination with DOL for this information collection.

The Internatinal Adult Literacy and Lifeskills Survey (IALL) will collect internationally comparable information on the literacy and numeracy performance of adults from around the world. The IALL will bre administered in the general household population aged 16-65 and in selected federally-funded adult education programs. The IALL household assessment will provide a detailed picture of the literacy and numeracy skills of U.S. adults compared to adults in other countries.
