is approved for three years. As soon as practicable, however, EPA
should review the cost burden of the collection (currently
estimated as 0) and submit a burden change worksheet if necessary
to revise the costs. In reviewing the burden, EPA should consider
all non-labor costs, including record retention, photocopying,
mailing, and monitoring costs. EPA is also reminded that under the
terms of the Government Paperwork Elimination Act, the Agency
should take steps to ensure that to the extent practicable this
collection allows for electronic reporting by October 2003.

Initially, all owners and operators of
affected vegetable oil production processes will submit a plant for
demonstrating compliance that explains methods used to inventory
extraction solvent and oilseed, and how the affected source plans
to com- ply with NESHAP. Following these procedures, the owner or
operator of an affected source will record the quantity of solvent
loss, HAP content of the solvent, and quantity of each type of
oilseed processed each month in order to calculate a compliance
ratio.
