Public Law 106-528 provided for fingerprinting of all individuals on and after 12-23-2000 who receive unescorted access and those individuals who perform certain screening functions at Category X airports. This emergency rule requires that the airport operators and aircraft operators fingerprint thos covered individuals at all categories of airports who previous to 11-14- 2001, were not subject to a criminal history records check.
