The United States District Court of the District of Columbia decleared that the Secretary of the Interior is in breach of a duty to promulgate written policies and procedures to collect information from third parties which would support a accounting of individual Indian trust funds. Thus, in order for the Depart- ment to promulgate informed policies and procedures, it is necessary to request certain information about the relevant records which may be in the possession of third-parties.
