This collection
has been existing without an OMB control number. As described in a
DOL memo to OMB, request for OMB approval was delayed by a
significant legal challenge to one of the regulations governing the
information collection requirements. This case was resolved in July
2000. In the future, DOL should take great care to identify
collections that require OMB approval under the PRA and to obtain
that approval in a timely manner.

their programs are, "at least as effective" as the Federal OSHA
program.
