This regulation would revise the
regulations by requiring additional certifications for imported
niger seed and lilac, reflecting recent changes in plant taxonomy
and pest distributions, and making various changes to the
requirements for postentry quarantine of imported plants. The
implementation of the proposal would require us to engage in
certain information collection activities, which in turn would
necessitate the use of forms and other information collection and
recordkeeping documents. This documentation is vital to helping us
ensure that plant pests are not introduced into the United
States.
