noted that HHS sent advance copies of this survey to respondents,
and respondents may have conducted stakeholder meetings in order to
fill out the data collection forms prior to OMB approval. This is a
violation of the Paperwork Reduction Act. HHS shall report this
violation in next year's ICB, and shall make sure that no such
violations occur in the future. It is also noted that the new
modules were developed quickly, in response to the events of Sept.
11, and were not subject to thorough review by outside experts.
Prior to use of these new modules in other contexts, they should go
through significant review within and outside of HHS.

This trauma care survey will collect
information on programs and activities that have been developed to
coordinate the delivery of trauma care.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
