Approved for use through 9/2003 with the understanding that this clearance covers the HEDIS and HOS without revision from those instruments in place under OMB's clearance in 1997 and the new reporting unit requirements articulated in OPL 131. The next submission for OMB review must include a copy of the HEDIS and HOS instruments. In addition, OMB encourages efforts by CMS to rationalize sampling methodologies and reduce burdens, but such changes should be submitted through the PRA process before implementation in the future. Finally, OMB requests additional explanation of CMS' policy of implementing more than one HOS survey each year. This explanation must be submitted with a burden correction worksheet for further consideration and action by OMB.

The Centers for Medicare & Medicaid Services (formerly HCFA) collects quality performance measures in order to hold the Medicare managed care industry accountable for the care being delivered, to enable quality improvement, and to provide quality information to Medicare beneficiaries in order to promote an informed choice. It is critical to CMS's mission that we collect and disseminate information that will help beneficiaries choose among health plans, contribute to improve quality of care through identification of improvement opportunities, and assist CMS in carrying out its oversight & purchasing responsibilities.
