The agency must specify the survey methodology that will be used to conduct this survey. In particular, the agency must set the methodology and explain it in the supporting statement. The agency may not give discretion to States to conduct the survey as they see fit. The survey methodology must be consistent across the program. The agency must also specify the expected response rate, the strategy for maximizing response rates, and the sampling population. The agency is reminded that quota samples (the practice of continuously resampling because of nonresponse) is not considered to be a statistically-valid means of obtaining a random sample. Finally, the agency must clarify the means of conducting the survey. The supporting statement implies that this will be a telephone survey (although surveys conducted by telephone tend to have low reponses rates), but the survey instruments provided appear to be designed for respondents to complete themselves.
