The collection
is approved with the following conditions: (1) NSF has agreed to
analyze the data at the school level as well as the district level,
using regression analysis. (2) This study is a correlational
design, and as such should not be considered to yield causal
conclusions. (3) NSF should provide to OMB a copy of the study
findings. (4) Any report using these data shall highlight the
limitations of this case study approach. It is noted that this is
not an "emergency" package in the traditional sense; NSF had been
collecting this data under the generic clearance, and submitted the
package as an emergency to avoid disturbances in the ongoing data
collection efforts.

This evaluation of multiple urban
districts participating in NSF's Urban Sysemic Program is to: 1)
track the initiatives undertaken by each of the districts, as well
as 2) assess the changes in student performance attributable to
these initiatives. To track the initiatives, a proposed site visit
instrument, to be used in interviewing about 15 persons at each USP
site, is the subject of this request for OMB clearance.
On behalf of this Federal agency, I certify that
