Approved consistent with answers from ED in memo dated 2/25/02 and subsequent follow-up call on 2/25/02, including: 1) Case study findings are not representative, and should never be discussed as such. 2) ED shall seek clearance of all revised forms/protocols upon development prior to use. 3) ED will give the $15 additional incentive to nonresponders after 3 attempts via phone to obtain participation. ED shall keep records of response at each point (initial, after each call, and after additional incentive) and report back to OMB on the results. The approval of this incentive should not be taken as a precedent for approval of this incentive structure in any other ED study.

Shortages of skilled workers in information technology has encouraged such leading firms as Microsoft, Oracle, Cisco and Novell to develop job standards and exams to certify qualified workers in various technical jobs. Increasingly, community colleges and even high schools are establishing programs of study to prepare students to pass these certification exams. Students and colleges may view certification as a passport into a high wage occupation, and in some cases as an alternative to an associate degree. Despite the popularity of these programs, litle is known about what types of students are.......
