For purposes of collecting information
necessary to establish the Aviation Security Infrastructure Fee,
which will help pay for the costs of providing civil aviation
security services, as described in 49 U.S.C. 44940 that are not
otherwise covered by the collection of the September 11th Security
Fee (See 66 FR 67698, December 31, 2001), air carriers and foreign
air carriers will be required to provide information regarding
their costs for screening passengers and property in calendar year
2000 and provide for an independent audit of this information to
establish and administer this fee.
