Terms of Clearance: The comment received on March 19 (IME) raises issues largely outside the scope of OMB review under the PRA. We do ask that Coast Guard evaluate the statement that Coast Guard is underestimating the burden of the collection (page 2). We understand that Coast Guard is evaluating the other issues raised by the commentor and will respond directly. We have informed the commentor how he can comment to OMB on such issues on a website that solicits public comment on existing regulations and agency guidance documents.(Per 4/17/02 e -mail with Standards and Regulation staff, we request a response within a practicable time frame that deals with the issue on page 2 of the above referenced comments that COTP discretionary requirements are not taken into account in the burden estimation for this collection).
