program, to better evaluate the need and purposes of the survey. It
is unclear, based on the justification provided, that the expanded
survey yields sufficient additional benefits to warrent the expense
and survey burden involved. Please see also BTS staff comments of
4/19/02. According to BTS, the importance of State estimates is not
well explained in the documentation. Requiring state level
estimates (by licensed and non-licensed) greatly expands the needed
sample size, overall costs, and burdens.

The purpose of this Survey is to
better understand people's recreational boating experiences and to
improve the effectiveness of boating safety programs. The goal is
to capture valuable information from boaters on boating practices,
boats, and boat operation that is essential for effective safety
initiatives and activities.
On behalf of this Federal agency, I certify that
