Abstract: 46 CFR 510 specifies methods and procedures for persons wishing to act as ocean freight forwarders. The regulation and regulated application form FMC-18 are used by the Commission to determine whether a person has the necessary experience and character to be licensed as an ocean freight forwarder in the U.S. export trade.
