Participants in Federally-regulated
reef fish/coastal migratory pelagic charter fisheries are required
to obtain Federal fishing permits under a new permit moratorium. As
part of this process, persons found ineligible for the limited
access permit may appeal NOAA's ineligibility determination through
an appeals process. NOAA needs information from the applications
for the identification of fishing vessels by area and the
management of the fisheries. Permitted vessels are also required to
provide certain information that was previously a voluntary data
collection.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
