clarifications contained in memo dated 4/19/02. In addition, the
following terms of clearance apply: (1)The entry/exit survey is not
approved at this time. If funding for the entry/exit survey becomes
available, SAMHSA will submit a new clearance package detailing the
methods and survey instruments for the entry/exit survey at that
time. OMB will waive the Federal Register notice and comment period
for the resubmission, but will have 60 days to review the revised
package at that time. (2) SAMHSA must use the weekend for data
collection that was randomly chosen in advance unless extreme
extenuating circumstances (border closures, or denial of permission
to collect information from INS, Border Patrol, or GSA) deny the
ability to collect data at that time. Different weekend collection
should not be utilized based on consideration of weather, holiday
traffic, or other similar circumstances. If an alternate weekend is
used based on extreme circumstances, SAMHSA should notify OMB
immediately of why an alternate weekend was needed and how the
alternate weekend was chosen. (3) In the initial needs analysis for
the border surveys, SAMHSA will be conducting an analysis of
motorists crossing in cars/trucks. However, given the complications
that occur with surveys of motorists that may be intoxicated,
SAMHSA is not given clearance to conduct motorist surveys in the
actual data collection efforts.

Violence and substance abuse are a
serious concern at places along the US-Mexico border. Young people
aged 18-25 are attracted to Mexico because alcohol is inexpensive
and the drinking age is 18 rather than 21. This project will
provide assistance to community groups to develop and implement
programs to reduce violence related to substance in 5 cities along
the US-Mexico border in Texas. The program will implement a process
successfully developed and used in the San Diego-Tijuana area.
Brief quarterly sureys will be conducted at the border crossing
points to interview a sample of youths as they leave
Mexico...
