fielding, amends the race/ethnity questions so they are compliant
with OMB guidelines; and 2) in the pilot, AoA evaluates
nonresponse/cognitive issues related to telephone survey
administration; and the practical utility of the social
functioning, nutritional screening and home care satisfaction
measures. In addition, AoA must continue to evaluate the validity
of these data at a state versus federal level. Any PRA submissions
for additional pilots or an expansion of this initiative must
present a thorough analysis of these issues.

The Administration on Aging (AoA) has
undertaken an effort to develop a core set of performance measures
for state and community programs on aging operating under the Older
American Act (OAA). Entitled the Performance Outcomes Measures
Project, this initiative helps State and Area Agencies on Aging
address their own planning and reporting requirements, while
assisting AoA to meet the accountability provisions of the
Government Performance and Results Act (GPRA). AoA has funded the
first ever nationwide survey of OaO participants, utilizing the
performance measures.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
