This survey is approved as modified by the agency with the following exception: the agency must conduct nonresponse followup telephone interviews by conducting a random sample of all nonresponses rather than focusing on the 20 jurisdictions with the lowest response rates. As agreed, the results of this survey may only be the basis of or influence policy development if the response rate of the survey is 80% or greater, or, if the response rate is less than 80%, the nonresponse followup study shows no systematic differences between respondents and nonrespondents. If the survey fails to meet these conditions, any reporting of the results must include a disclosure that the results cannot be interpreted as representing national opinion and should not be used as the basis for decisions in the public interest.

The FWS and NPS are joint lead agencies, published a NO for a bison and elk management plan EIS for the National Elk Refuge and Grand Teton National Park on July 16 2001. In order to complete the EIS process within the schedule filed with the court official information regarding ecological and socioeconomic consequences of a reasonable range of alternatives must be available to the planning by mid-summer of 2002. Theobjective of this agency is to collect information on how visitation (number of visitor frequency of visits length of stay) would change with these management actions to estimate regional economic effects
