Companies registering securities to sell to the public must generally obtain a consent from their auditor to include their opinion of financial statements for the three prior years. For Andersen clients unable to obtain these consents, the rules waive the obligation to obtain an auditor's consent for years before 2001, provided that the company discloses any limitations on remedies resulting from the lack of consents. Additionally, certain issuers that change auditors need to obtain from their predecessor auditor a reissued accountant's report for previously audited financial statements.
