The FCC is seeking comment on a
proposal to require local exchange carriers to provide cost support
for the federally- tarriffed charges they impose on end-user
customers who change their long-distance carriers (PIC-change
charges). Currently, these charges are subject to a $5,000 safe
harbor. This allows local exchange carriers to charge $5.0 or less
for a PIC change without requiring the filing of cost support. The
Commission is examining whether to revise or eliminate the safe
harbor provision.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
