Approved for use through 7/2003 under the condition that prior to fielding this instrument with the universe of sites, HRSA submits to OMB a plan for evaluating general/item nonresponse and data validity issues with a representative sub- set of grantees/ sites. OMB is concerned that this survey as the first comprehensive assessment of the black lung program contains numerous detailed questions that have been tested with only two sites that most likely are not representative of all programs.
