We are concerned
with the justification for the summary reports in this ICR,
specifically Sections 37.213 (a) (4) and (c)(1) and (2). We propose
to provide clearance for these sections December 31, 2002. During
this time, DOT should provide additional supplemental justification
that the summary report information is being/will be used
effectively for compliance and regulatory review purposes. As for
the latter objective, we also would like to know why the Department
could not sample several hundred operators, large and small, to
obtain the desired analysis. Please provide this justification by
November 30 so we can release this condition on the clearance in a
timely manner.
