This collection is approved until October, 2003 in order to allow EPA to continue the collection while it prepares revisions in accordance with these terms of clearance. OMB believes that the collection continues to need substantial revision. EPA should take immediate steps to revise the collection in accordance with the following terms of clearance so as to permit sufficient public notice of the proposed revisions and timely submission of an ICR to OMB in 2003. OMB encourages EPA to consult with OMB during the preparation of a successor ICR in order to assure that EPA adequately addresses the concerns set forth in these terms of clearance. In resubmitting this ICR, EPA should fully address the statistical methodology used to conduct the collection. This discussion should begin with a clear description of the universe of respondents to be sampled and a justification of the sampling frame in reference to the goals of the collection. EPA should specifically address the potential for bias in the information co llected due to the geographic limitation of the sample frame and non-response to the collection and how the potential biases affect EPA's ability to satisfy the statutory requirements for the collection. This discussion should also include a detailed explanation of the approach used to identify certain engine families for investigation in a given calendar year, including a description of any sampling protocol that is used for this purpose. The ICR should also discuss the expected response rate and provide the number of expected responses and expected response rates by stage (e.g. respondent interest, respondent eligibility). The ICR should also explain any follow-up that will be conducted at each stage to increase the response rate, as well as any expansion of the sampling frame that may be anticipated in the event that the number of responses is inadequate to provide sufficient vehicles for testing.

EPA collects product information and test results from manufac- turer of passenger cars, light duty trucks and motorcycles. This information is used to verify that emission standards have been met prior to the vehicles being offered for sale and that fuel economy values are accurate. It is also used in selecting vehicles for audit testing. At the conclusion of a model year production figures and test results are reviewed to determine if fuel economy standards have been met.
