The FMC is required by section 8(c)(2)
of the Shipping Act of 1984, as amended by the Ocean Shipping
Reform Act of 1998, to receive the filed service contracts from the
ocean common carrier parties to those service contracts. The FMC
needs the information to comply with its mandate to monitor those
contracts. Respondents to the requirements of the 1984 Act are
ocean common carriers and agreements among and between ocean common
carriers.
