through 1/2004 under the following conditions. Prior to fielding
the 2003 round of the NSDUH, SAMHSA: 1) subjects the recent 2001
data release to formal, independent external peer review consistent
with the OMB and HHS Information Quality Guidelines. In particular,
peer review must focus on factors affecting trend analysis. No
later than 9/30/2002, SAMHSA must share its strategy for managing
this peer review; and 2) develops a plan for briefing OMB and ONDCP
staff on a timely basis regarding significant developments in drug
use data. Finally, OMB encourages SAMHSA to continue to evaluate:
a) 2003 data relative to data from 1999 - 2002; b) methods to
address using paper and pencil data (i.e. data earlier than 1998)
and c) opportunities for increasing the frequency of data
dissemination in future years.

The NDSDUH (formerly the National
Household Survey on Drug Abuse) is a survey of the civilian,
noninstitutionlized population of the United States, age 12 and
over. The data are used to estimate the prevalence of cigarette,
alcohola nd illicit drug use, and abuse of licit drugs. Results are
used by SAMHSA, ONDCP, and oher Federal agencies and oher
researchers and organizations to establish policy, direct program
activities, and better allocate resources. Beginning in 1999, the
survey includes an expanded tobacco module and the sample is
