are not approved at this time. ED is examining public comment in
response to this NPRM. The preamble to the final rule will address
how the agency has addressed comments related to minimizing the
burden of this collection while maximizing its utility.

The Federal Family Education Loan
Program proposed regulations revise the current regulations in
areas of program administration. The regulations assure the
Secretary that the integrity of the program is protected from fraud
and other misuse of program funds.
On behalf of this Federal agency, I certify that
