Terms of Clearance: OMB strongly supports EPA's efforts to collect this data. It should prove extremely valuable in supporting future efforts to address SSOs and CSOs. OMB understands that there are significant limitations in the availability of data, and that as a result it is impossible to use standard statistical sampling techniques to ensure representative data on the number and volume of CSOs and SSOs. OMB agrees with EPA's proposed approach of pursuing all available state data and is encouraged by EPA's preliminary finding that there are 10-15 states with good data. However, OMB remains concerned about the representativeness of the available data, and about the apparent lack of data on the constitutents and concentrations of wet and dry weather SSOs and CSOs. OMB encourages EPA to seek as much data as possible and to identify possible sources of bias in the data in order to ensure that any national estimates that may be developed are as accurate as possible.

Abstract: EPA's Office of Wastewater Management is developing this Report to Congress to meet a requirement included in the Consolidated Appropriations Act for Fiscal Year 2001, P.L. 106-554. Data will be collected from federal sources, state environmental agencies, state and local health departments, and municipalities to determine, summarize, and report on the extent of human health and environmental impacts caused by municipal combined sewer overflows and sanitary sewer overflows.
